In 2022-3, INQ was engaged to support a pharmaceutical company to arm the business with the awareness, knowledge, tools to operationalize data & AI ethics.
How it Started
This pharmaceutical company sought to be a leader in operationalizing data & AI ethics. The goal was to ensure ethics is robust and scalable to meet the shifting and evolving landscape, particularly as it relates to data projects, analytics, and other digital demands.

EU AI Act Finalized
The European Parliament and EU member states reached a groundbreaking agreement on the world’s first extensive laws to regulate artificial intelligence in late 2023. European Commissioner Thierry Breton, overseeing a range of European laws regulating social media and search engines, including major companies like X, TikTok, and Google, hailed the agreement as a ‘historic’ achievement.
The EU AI Act now constitutes the most sweeping rulebook of its kind for the technology. It includes bans on biometric systems that identify people using sensitive characteristics such as sexual orientation and race and the indiscriminate scraping of faces from the internet. Lawmakers also agreed that law enforcement should be able to use biometric identification systems in public spaces for certain crimes.
New transparency requirements for all general-purpose AI models, like OpenAI's GPT-4, which powers ChatGPT, and stricter rules for “very powerful” models were also included. “The AI Act sets rules for large, powerful AI models, ensuring they do not present systemic risks to the Union,” says Dragos Tudorache, member of the European Parliament and one of two co-rapporteurs leading the negotiations.

Draft Federal AI Legislation Expected Soon in the US
In January it was announced that Senate Commerce Committee Chair Maria Cantwell is preparing a series of bipartisan bills on artificial intelligence (“AI”). These bills would address various challenges, including deepfakes, job training, algorithmic bias, digital privacy, national security, and AI innovation. The legislation has the support of Senate Majority Leader Chuck Schumer and involves collaboration among various Senate committees. The bills, expected to be introduced in early 2024, aim to position the United States as a leader in AI policy and competitiveness.
Yet, AI experts have said that there are still hurdles to overcome, including reaching bipartisan agreement and effectively balancing regulation with innovation. “The low-lying fruits are AI bills related to deepfakes in a narrow fashion, AI research and development, consumer fraud, and workers displaced by AI,” said Samuel Hammond, a senior economist focused on AI policy at the Foundation for American Innovation.

UK to Publish Tests on AI Regulation
In January, it was announced that the UK government was preparing to publish a “series of tests that need to be met to pass new laws on artificial intelligence” as it aims to focus on a lighter regulatory approach compared to other countries. These “tests” would trigger interventions if the systems put in place by the UK’s AI Safety Institute fail to identify risks around the technology or if AI companies fail to uphold voluntary commitments to avoid harm. Several leading AI companies, including OpenAI, Google, DeepMind, Microsoft, and Meta, have voluntarily committed to ensuring the safety of their AI products. This agreement allows the UK’s AI Safety Institute to evaluate powerful AI models before their release, but the details of these evaluations are not yet clear. The government’s new tests are expected to be included as part of its response to a consultation on its white paper. The government has not disclosed specific details of its response but has voiced that it is working closely with regulators to ensure necessary safeguards are in place.
